The tobacco industry is preparing a counter attack in opposition to the Food and Drug Administration's possible regulation of menthol cigarettes, a still-growing part of the shrinking cigarette market. The three largest cigarette manufacturers claim that scientific evidence does not show that menthol cigarettes create greater health risks than non-menthol cigarettes.
